She is tall with large breasts, and has long brown hair in a two side up hairstyle and grey eyes. She wears a black garrison cap with the number 51 written on it, silver star earrings, an anchor hair ornament, a long-sleeved white dress shirt that reaches her thighs, a high-waisted black suspender skirt over it that also reaches her upper thighs. Garter straps are visible below her skirt, attached to two thigh straps. She also wears black rudder boots, and white partially fingerless gloves which expose only her thumb and index finger and cover the other fingers in a mitten-style. Her rigging includes four turrets and a crane_(machine)|.

She is cool, laid back, and even somewhat aloof and/or easily irritated, in contrast to many of the American shipgirls who came before her. She has a particular aversion to night battles and Japanese destroyers, Akatsuki (kancolle)| and Yuudachi (kancolle)| in particular, in reference to her historical fate. She is often compared to Ryuujou (kancolle)|, who also has brown hair and a similar haircut but a flat chest.

The historical Atlanta was heavily damaged after sinking Japanese destroyer Akatsuki (kancolle)| during the Naval Battle of Guadalcanal. She was sunk on her captain's orders later on the same day.
